New condos have their AC units installed months before handover. The indoor unit sits in a construction environment — open to drywall dust, paint particles, and cement fine particulate — for the entire duration of the fit-out. The filter traps all of this. Switching the unit on without first vacuuming and washing the filter means your first few weeks of cool air is filtered through a fine-particle mat of construction debris. Drain Traps and P-Trap Priming

New drain traps are dry — the P-trap water seal that blocks sewer gases hasn't been filled yet because the unit hasn't been used. In a new unit that's been sitting for months, all drains (bathrooms, kitchen, wet area) need to be primed with water and checked for proper drainage before you move in.
